the trouble with this side of the argument is it basically only registers 'treatment good if addict quits', it's just as shallow a view as 'junkies are evil and need to be locked up' the truth is you can use secure treatment as a form of Overton window not to clean up junkies per se but to moderate their behavior, if you are staggering around the DTES on a 3 day run acting like a nut bar making life for the rest of the street unpleasant you should be taken off the street and taken away for a week or two, not to treat you as much as to change the behavior while using, a huge part of the problem on the DTES and with street people in general is we don't care if they live or die so we mitigate our guilt for that by not holding them to any behavioral norms at all
