Solovyov signed his ELC as a 21 year-old which means he was waiver exempt for 3 years, or 80 NHL games played. He signed his ELC in 2021 so three years have passed. That's one of the downsides of drafting overagers.
In contrast Kuznetsov drafted in the same year, and signed his ELC at the same time, but he was 19 when signing, which made him waivers exempt for 4 years. That's why he becomes waivers eligible next year.
