Technically the Israeli government has said nothing on the topic.
But We also have the lack of claims by others that the pagers were held by non-Hezbolah members. The criticism of this attack is based on the the Israelis not caring about the collateral damage of the attack. I haven’t seen it alledged that the distribution of the pagers was careless.
Take a look at this Al Jazeera editorial that is decidedly anti-Israel.

It’s concern through is the uncaring about the collateral damage. That’s certainly a fair criticism but that’s different than what I think you are saying here.
