Or maybe the City should have have made the decision years ago to cut the belt line tunnel or switch to BRT instead of plunging forward just because of the sunk cost. Right now it's still another $11-$12B to finish the Green Line as originally presented in 2015.
The sunk cost fallacy is how Honolulu ended up spending over $8B on a train line that currently carries 3000 riders/day and costs over $70M/year to operate.
