Of course it is, because the players are guaranteed 50% of HRR. If the top players take less, then less money is clawed back through escrow and all the players get a bigger percentage of their actual contracts.

The system isn't designed for all the teams to be capped out. It's designed for teams to have an average payroll right at the midpoint. That has never happened, so the difference is paid back via escrow.
