Contrarily, it is looking more likely every year that Draisaitl and McDavid will not win. They came uncomfortably close last year but both have since made moves that make repeating less likely, fortunately!

Well this is the problem. Signing for the league max doesn't mean you give your team a better chance of winning. Increasing the salary cap increases individual salaries which still results in the same thing.
I am all for players getting paid what is fair and what they earn, but hockey is a team sport and the idea of 1-2 players taking up a super high percentage of the salary cap doesn't quite make sense when you can argue that they don't provide the same percentage value when it comes to winning a championship.
This is why the repeated whining by people like Allan Walsh about players salaries in the NHL being so low is amusing. This isn't the one man show league like the NBA.
