The bolded isn't necessarily better, just a different style. Personally I'm not a huge fan of face frame cabinets either in terms of style or function. Similarly, wooden drawers are OK, but I prefer IKEA's Blum Tandembox drawers. But obviously that's mostly a matter of taste. And the integrated toekick in those cabinets would be more annoying to install vs. the leveling legs on IKEA cabinets (or a ladder-style plywood toekick if you really want to overbuild).

As for OP, if you want pretty high quality for a reasonable cost, IKEA is going to be your best bet, at least for the boxes and hardware. I've installed a bunch of them and you really can't beat them for the price. The doors and drawer fronts aren't the most amazing, but for a basement they'll be more than good enough. And if you want to splurge on the latter, there are lots of places that offer upgraded fronts sized for IKEA cabinets.
