By the looks of the video, it is at a dark rural area with heavy rain where the incident happened. It is highly irresponsible for anyone to ride a bicycle under those conditions.
As an avid cyclist this attitude needs to stop. Motor vehicle operators are driving tanks and killing pedestrians and cyclists on a daily basis because they simply do not care to pay enough attention or drive the speed limit or drive to conditions.

We need to stop blaming the victim for incidents that are basically preventable if the motorist could drive safer.
