The NHLPA wants the pie to get bigger. They think if the higher salaries cause a cap crunch and lower the bottom end salaries, there will be pressure to increase the cap, not pay top end guys less.

Plus, the higher and mid range guys are their actual constituency over the long run. Bottom end guys are out of the league in pretty short order on the average.
