You dont need potable, treated essentially 'drinking water' to water your lawn with.

It is a nice thought, but the infrastructure required to get it to everyone's homes, with adequate pressure, would be massively expensive. We really don't need to be watering lawns, or even flushing toilets, with "drinking water".
The most practical solution is to capture rainwater in barrels and tanks, which many do. Next would be capturing, storing, and re-using "grey water". But even that requires a fair bit of desire and action from end users, home builders, etc.
Then there's still the issue of pressurizing or pumping it.
