Alternatively, you only let teams draft 17/18 year old players in the first round. Before long you only have maybe 15ish 17/18 year old players being drafted per year.
That makes it much tougher for college hold outs. They will be finished 4 years of college a year before the team rights expire which would leave them hanging in limbo for a year. Where as right now, the rights expire if they just complete their 4 years of college.

5 years would be perfect. Makes refusing to sign with your drafted team have a one year consequence, so they can't just play four years and ignore the fact that they were drafted in the first place.
