Associations of journalists and other writers are very often headed by assclowns. The good writers are too busy doing their jobs and making money. The bad writers get a better return for their time by playing club politics and worming their way into executive positions in the association.
Example: Stephen King has never once been the president of the Horror Writers' Association, even though he is obviously the most successful and accomplished horror writer on earth. The HWA has had 18 presidents since it was founded in 1986, and most of them are people you've never heard of. The current president is so obscure, he doesn't even have a Wikipedia page.
