I would think of a system that encourages affordable renting. Like any revenue from a rental property under a fixed sum is tax free, and any revenue over that cap is double taxed.

Instead of a complex system like that keep it simple. Ban any foreign ownership, ban any company from owning single family homes, and cap the number of properties any single individual can own. Prices will decline if aggressive policies are enacted and that will cause a lot of other issues in the short term and will be politically unpopular. Boomers and millennials would be hit hard.
