It makes more sense when you remember that most of Russia on the map is essentially colonies that happen to by connected by land instead of sea. They get stripped of resources and manpower for very little in return, and that's how it's always been.
When you see pictures of "Russia doing well economically", it's always Moscow or St. Petersburg. They are "the Russian economy".

I pretty much copy and paste my response every time the question comes up about why russians aren't freaking out more. The absolute smartest thing the kremlin has done in this conflict is largely isolate Moscow and SPB from conscripting their young males. Some have left on their own accord, but there is still a relatively large population to pick from. The kremlin undoubtedly knows that in order to avoid chaos at home, it's best to send undesirables to the front. Prisoners, slanty-eyed asian looking men from Siberia, the poor, etc. Young men from exactly those 2 cities will be the very last people conscripted, and I don't think it will ever happen. When the time comes to start pulling everyday young men from those 2 cities is the day the war ends and russia goes home. As cruel as it sounds, it must be men from exactly those 2 cities that get sent to the front and home in body bags before any kind of public rumblings get made. The kremlin knows this. They are sacks of ####, but they aren't stupid when it comes to those 2 places. They will literally send every single man from the east, every foreign fighter they can find, every last prisoner before they look into those 2 cities.
I honestly think russia would resort to the nuke card before they even think of pulling men from there, and that card isn't going to happen. They know that without those men, there is no russia.
