Not to mention, by all accounts they had him penciled in for around half of that Cap.
The problem really stems from the fact, he's actually one of their few good D-me. You look at that Top 6 without him and they're not likely making it to the finals of a Peewee tournament, granted, he doesnt really move the needle that much and you're right, all signs point to him wanting to get the hell out of Dodge.

I have no idea who Jeff Jackson is, but in my opinion the buck stops with the GM be that Holland for taking his time or Bowman.
