I don’t know how the NHL would handle this given that it’s a plan designed to circumvent the “can’t trade an offer-sheeted player” rule.

I can’t imagine that would work, but if so, it doesn’t really screw St. Louis. Edmonton gets a worse asset and still have cap problems.
Even better if Part B is:
SJ trade a Broberg (SJ is not the matching party, so why not?) to St. L. for the 2nd.
