As of yet neither Arsenal (striker) or Man City (Rodri backup) have addressed their biggest weakness. But Arsenal got 89 points last year without a striker, so stands a reason they can do it again. Can Man City get 90 points if Rodri misses any meaningful time? Very doubtful. So I would say Arsenal are slight favorites to start. Rest of the league is pretty in flux, you could envision any number of permutations for who finishes third-12th.
