I think the Blues were to cough up 2 firsts to the Capitals when they signed Stevens, but it rose to 5 if neither pick was in the top 7. In those days only 5 teams didn't make the playoffs. Also why they ended up in a lot of arbitration cases after because they didn't have the picks anymore. They were a bit like the Golden Knights in the 90's often causing chaos. Be it Stevens, Shanahan, Nedved...Mike Keenan. Even the Housely for MacInnis trade was essentially them signing MacInnis and forcing the Flames hand.

Good old Ron Caron - they also signed Peter Stastny out of Europe to a very expensive deal (at the time), because they had to put him on waivers since he had played in Europe, and the high price tag prevented other teams from taking him.
