A lot of Oiler fans are saying that Holland/Jackson/Bowman slept on it for too long and didn't sign the players because of their own inactions. But is it possible that Broberg and Holloway knew offers would be coming in from St. Louis and therefore didn't want to negotiate anything lower than what they knew those offers would be?

The players were free agents. They could approach any team they wanted or be approached by any team that wanted to approach them.
I doubt St Louis was planning this July 1, though. They had to trade with Pittsburgh to get their pick back, but it was the pick they literally just traded to Pittsburgh to take Hayes' contract.
