Instead my guess is the Oilers were being a bit arrogant in trying to get these guys to sign for league minimum, thinking nobody would offer sheet them, and they would do it for a chance to win a cup.

Maybe arrogance. Maybe they just don't value the players as much as St. Louis, or maybe they valued that last drop of cap space so highly that they thought it worth the risk to hold out to try and get a few hundred thousand off the cap.
Its pretty common for contract negotiations with players without arb rights to go right until the start of training camp. Happened to Gaudreau, and Monahan, and Dube for the Flames. This year Jarvis, Seider, Raymond, Harley, and others are still unsigned.
