There's also a good chance there's is no real plan or good reason to do this. Russia is clearly scrambling to respond to everything that's been happening.
Hell, it's not even certain they are actually doing that. There's a good chance they have no plan or capability to do this evacuation in an organized manner, and this is basically just something someone said to give the appearance that there is a plan.

As per original post by Kursk governor, linked in the beginning of the article, such evacuation was suggested by governor of Zaporozhye, and evacuation "to black sea hotels" will begin "in the near future".
As of right now, people are evacuated into hotels, children summer camps and similar places deeper into Russia. In many cases, they are moved merely to the eastern part of the same Kursk region. Or at least so officials report, for what it worth.
