Shoigu and Gerasimov both should have been sacked near the beginning of the war. They are yes-men that would rather cover up what the truth is rather than report it to Putin. Putin likely wouldn't have even invaded if they had actually reported Ukrainian attitudes towards Russia and the actual readiness of Russia's armed forces (probably so they could continue grifting). But they were loyal in the whole Wagner bum rush to Moscow and they sack their more semi-competent generals like Surovikin (who sided with Pringles against Shoigu)
