I'll admit i have zero ideas to help the problem... But its frustrating to see. Maybe make the wait for new users more then one week, limit the amount a new poster can post in a day, extending the wait before a new user can start s thread. None of this are solutions but they could curb the crazyness.

I also would prefer if a previously banned poster, who is allowed to return, wasn't going given a new username. Reopen their last account and force them to start over there. None of this fresh start bull.
