Waivers and contract status were never coupled to begin with.

Any player can be offered a two-way contract. Every player, if he lasts long enough, will eventually become eligible for waivers. A player coming into the league must sign a two-way ELC, and is also exempt from waivers, but the rules for those two things are separate.
