The best ranking I saw was from the Euronews site which grouped countries in the EU under one grouping called "E.U. Countries" and they were first with 11 G, 13 S, 14 B for 38 total.
But then they kept all other countries separate.
The official Olympics ranking is to rank in order of golds, but the US also changed recently to ranking by total medals as they typically finish below 1st when it comes to golds, but almost always finish first in total medals.
