No, this has to do with how Calgary was calculating the fees. It was based on the Regulated Rate Option and not based on consumption. When the RRO spiked, the fees Calgary collected went up, way up, way more than they would ever need to collect to run the system. EPCOR and other calculate their access fees based on consumption.

They committed to changing it and this is them doing it. Has nothing to do with the government. It was discussed on CP, but I can't seem to find it in this thread. Maybe it's in the Calgary politics thread??
