If property taxes fully cover associated infrastructure, and gas/road taxes cover the highway travel, then this is a reasonable way to look at it.

Property taxes could be progressive as we do with income taxes. Pay a low rate on your first 250 sq-ft per person, then put a higher rate on incremental amounts.

We'd probably get things like "outdoor living rooms" that are walled in and heated or some dumb crap like that, so it probably has some bad unintended consequences as with regulating/taxing anything.
