FIFA for decades has not done anything (as Locke essentially mentioned these are not practices to look at new tactics - game film is used extensively). This drone footage would not be providing any further advantage than what they would have seen. Using the same rule they deducted points from Canada - Argentina, Uraguay, and Morocco men's teams should have points deducted or should have been banned from the games. Overall it was an idiotic move since drones are not legal to fly in many cities worldwide, and it is also not clandestine since the operator is close by.

"...The sidewalk near the venue entrance is only a stone's throw from the sideline. Nearby road traffic provides a steady hum but the coaches and players can still be heard during training.
Private residences and retail shops on top of the hill above the field also have a view of the pitch...."
IMO there are people who think they are smart and want to look at things differently but it is still no different than actual footage they already have access to.

“The appeal is based on the disproportionality of the sanction, which we believe unfairly punishes the athletes for actions they had no part in and goes far beyond restoring fairness to the match against New Zealand,” Canada Soccer said in a statement.
A CAS statement said Canada seek a decision “either cancelling or reducing the points deduction”.
Captain Jessie Fleming said of the points deduction: “I think it is incredibly unfair to penalise the players in this way. The players had absolutely no control over the situation. I think it has brought us closer [together]. It feels like us against the world right now.”
