I'm not sure about that. Clay traps water, while gravels can help move water away from the structure of the pathway. Calgary just has a pretty minimal structure on their pathway with a root barrier. If the subgrade prep was a bit more strictly enforced and the pathways were better designed to drain water away, then I think you'd see better results here.
