Each city gets the main spotlight for one of the games, but all of the investment and infrastructure gets used repeatedly. It also expands the revenue opportunities with more capacity in each city and more prime venues used.

I really like this idea. Gives you 2 NHL arenas to work with (maybe the not-popular countries hockey and half the figure skating in the "non-host" city)?
Sliding can be in whistler while speed skating can be in Calgary, etc. For 2x Olympic use you can justify more upgrades to facilities.
