You are correct, we have years of this, and yet we are not adapting. We need to figure this out for real. Canmore, Banff, and many other communities are in line. We need to get serious about this, at all levels of government. One of these days people are going to die.
Pointing fingers at the next level of government and trying to score points and find gotcha moments just pushes the learning out to after the next tragedy.

It's pretty clear that the cutting of the entire Rappattack unit had consequences, both in Japser (which was one of three municipalities protesting the move) and elsewhere in the last couple years.
