If it's prior to the draft the insiders are all speculating on who teams like and what players a team may pick for weeks leading up to the draft, so not sure how certain that information would be to action a bet off it.
And then at the draft the insiders across the NBA, NHL, NFL, etc are all trying to leak the pick first and generally do it before the pick is made public. So they generally lock down betting at some period before the draft or pick is made for that reason.
