I'd need to find that message on reddit to be sure of the exact wording and order of events, but it certainly seems even the resources we have now were not in place as quickly as they were needed. How that communication played out and where that fault lays is another question.

If that is all true it doesn't sound like those resources were on standby in Hinton or something, but who knows
