Biden was a weak candidate going into the election and would have handed the Republicans a win.
They aren't trying to shift his supporters they are trying to capture the undecided voter and a lot of them were on the fence because of Biden's age. Their entire campaign can't be Trump is bad but they will have a strong combo if they roll out strong policies supporting the lower and middle class while also running with the Trump is old and dangerous angle.
