For most manufacturers making more modest EV's at a profit is impossible. Hybrids have been out for 20 plus years and are just now starting to take their place as the top sellers in the market. Toyota's sales and profitability are both very strong right now. Until they can start making their Prius/Corrola/Camry/Rav4 EV's at comparable prices it likely doesn't make sense for them to go all out into EV's. Everyone outside of the Hyundai group have walked back their initial production targets. I think its another decade for mass EV adoption or at least until the EV version of the Corolla or Civic hits the market.
