I think the 2% of gdp is because it's a bill of affordablity, aand a countries ability to contribute. 2% isn't going to be a big drag on an economy, so it's seen as something you can require a diverse set of nations to do. I'm not sure what other metric you could use that is so straightforward and hard to argue against.
