While that's cool in principle, I'm not sure how feasible it is based on where the land is here.
Works in Seattle as that whole area is on a big hill.
The Saddledome ice level is essentially at grade and it flooded big time in 2013. Having the ice surface a couple stories lower just sounds like a bad idea.
