It's a bit older, but the 3M Arena at Mariucci (home of the NCAA's Golden Gophers in Minneapolis) is a top-loading arena (what you are referring to). Sports Illustrated has rated it as one of the best arenas in North America to watch hockey, too. I believe it's quite costly these days to do these types of arenas though, as you have to dig a ton of earth, and factor in vehicular and operational considerations, into the below-grade design. Depending on the available land - especially sensitive in urban settings - it's often cheaper just to to do bottom-loading arena designs. No idea what the Flames plan to do here though.
