They aren't for preemptively "Clearing" an area, they are for using when there is a bear around.

Is it a dick move/dumb thing to do? Maybe, your results may vary.
Is it illegal to even have them in a National Park. 100% yes.
Do you think it's illegal to possess them in a park or just to use them? I'm probably okay with not clearing the path when I'm hiking in a national park, but I still want them on me to shoot at bears if I have a close encounter.
