There are several different types of neurodegenerative diseases. Only a trained specialist would be able to diagnose Biden to pinpoint what is causing the decline. It could be dementia, but it could be other things and not all of them would display the same way.
I have seen it in some elderly people who suffer from these types of things that sometimes they have good days and sometimes bad days. Was it specifically dementia that they suffered from, or something else, I have no idea. There is no point in trying to diagnose Biden's specific ailment over the internet.
