Based on what?

There are two situations where an offer sheet comes into play: either the host team doesn't want to pay them fair value, or another team wants to overpay.

And of course, the player has to want to sign.

If Edmonton wanted to seek revenge, and throw stupid money at one of our players - let them. But the chances that a situation like this arises (i.e. where the cost is small, the cap space is readily available, the compensation is low, and the player might actually be willing), is pretty rare.

In most other situations, they would simply be hurting themselves out of spite.
