There are more examples of slow starters not working out than the other way around.
If it was a question of just acquiring Holloway to give him a shot, I would be fine with that, depending on the acquisition cost of course. But I wouldn't want the baggage that comes with swiping a player with an offer sheet. That baggage being giving them an inflated salary, and possibly an even more inflated qualifying offer after the offer sheet contract expires, plus the wrath of the other team - which in this case will become pretty personal.
You have to look at it this way, when the Flames rebuild is coming to it's conclusion in 3-5-ish years, we could be having some guys like Parekh, Gridin, Mews, Wolf, Coronato, Honzek, and whoever our multiple first rounders are next season, coming off contracts and being eligible for offer sheets. This will also be at a time that McDavid-less and Draisaitl-less Oilers will likely have cap space and be rebuilding.
