Without looking it up they've done it at least twice, Penner and Vanek. For all we know they could have made more offers that weren't accepted.

Right. I somehow missed that the Oilers appeared in consecutive entries on the list I was looking at.
They have done two (2) offer sheets in their history, both in 2007, less than three weeks apart, and neither was for a Calgary player. The risk that they will offer-sheet a Calgary player out of the blue is approximately zero.
