If you meant Brossoit could be considered a Flames success story, then I disagree. He was traded after just 5 games in the Flames organization. he's coming off a great couple of seasons, but until this year he's alternated between very good and not good every single season, and has only played more than 20 games in a season 3 times. The Flames had almost nothing to do with his development.
As for Krahn, he was drafted 9th overall. He was clearly meant to be more than a depth prospect.

Brossoit counts as a success story for the Flames' scouts – not for their management as a whole.
Krahn was an idiotic choice, which shouldn't be surprising since he was the first player drafted under Craig Button. The draft was held in Calgary that year, and the team was terrible, so management was desperately scrambling for a bone to throw to the fans. Drafting a hometown kid was their way of distracting people from the trainwreck.
