You are understanding it correctly. I stay in a boardwalk apartment and this rule really helped me this year. My last rent increase was February 1, and they were going to raise it the mininum # of months required after that (3 months I think). However, before they were able to, this new rule came into effect and now they can't raise my Rent until February 1, 2008
. As it stands, because of this I will be paying about $300 less than new tenants signing a lease, and I'm month to month
