Where I am, we have a mantra of "I blame Telus", though that is mostly a result of hating their business field techs, who couldnt be bothered to go into small towns and reconnect our phones when something happens. I actually had to drive up to Worsley (2hrs NNW of Grande Prairie) once, to splice together a phone cable that was cut in half by a backhoe. Telus wouldn't go up because "it wasnt cost effective to send a truck out there for one call." They were literally going to let our store exist without service until someone else had a problem.
That said, if this is a regular occurance for you, I would be inclined to suspect a local issue first. It is easy to blame telus, but more often than not, a reoccurring problem is the result of something stupid like the cleaning staff unplugging a cable that powers the cabinet. (This actually happened in the 1992 Olympics.)
