Even if you are rebuilding, if you get guys to commit to team friendly cap hits it is never a bad idea, rebuild or no rebuild. Conroy makes offers and the players ask out (Zadorov and Toffoli claim no offers)
Tanev, Lindholm, Hanifin, Toffoli, Kylington, Zadorov all at some point said they would stay and all asked to be traded or test the market after their offers or lack of offers from Conroy.

Seems like a plan to me, but he is not tipping off the media to what his plan is but it's all pointing in one direction.
Some just want him to come out and say it "yeah we are rebuilding".
