The big difference between club and international management is that for club you can build a squad to fit the style of play you want to play, but internationally you need to be able to change your tactics to fit the best players at your disposal.

Largely yes, but sometimes no. England have a vast wealth of talent. The manager could select players to play any system he wants.
And apparently, right now, he wants to play like this is League Two.
I mean...even just posting Kane at the high-line and banging balls into him would be more adventurous than this.
