I think, it really depends on how, a person defines rebuild...
It won't be like the Sharks or Hawks etc. In my view
Flames have really good players, they are likely not going to be moved.
Yes, I think they are placing a huge focus on the draft, which I personally believe is the correct decision.
However, they won't rip it apart.
