It didn't take a genius to think that some sort of succession plan for a President who was 77 years old and in cognitive decline at the start of his first term would have been a good idea. But there are no indications that they did anything of the sort, even while Biden's approval rating sunk in to the 30s and stayed there for the last 2 years. They've basically plugged their ears and hoped for the best.

Biden would have to buy in. I don't think a 'they' exists, there is no mechanism, even within the party, to remove him other than to defeat him in the primaries but who does that against an imcumbant president?
